It is a new scam by call centres. They ring your number, then ring off. A lot of people ring back then to ask who it is. You are then told that by ringing back you have shown an interest in their products. This way, they can try to sell you something and they are not paying for the call.

I have known Councils employ awful companies, but this is not their usual behaviour. They can get aggressive and be rude. I would phone your local Council tomorrow and report to them what has happened. This will at least give your Mum peace of mind.
