First, open the Security Center, click Start, click Control Panel, and then double-click Security Center and make sure the Windows Firewall is on (Check ON if it isn't), then exit.
Next, start Internet explorer, click on Tools on the Menu, select Pop-up Blocker, and click Turn on Pop-up Blocker.
Yahoo also has a good pop-up blocker. Install the Yahoo Toolbar, then you can turn on a pop-up blocker when needed. (Note: sometimes a website will not work correctly with the pop-up blocker on, so the Yahoo toolbar makes it convenient to turn it off/on)

Top of browser; Tools > Internet Options > Delete Files & Cookies.
If a box open asking to delete off-line content check the box and click OK. This can help sometimes. If, not you need to run a spy-ware program as mentioned above or install a pop-up blocker. You should already have a pop-up blocker installed, Rule #1 if you going to Surf the net, and they not always work 100%. Also, you can install Mozilla FireFox OR Opera for web-browsers and get used to using them. They work a little better.

you might want to download a pop up blocker, some are free, and some you have to but the software for. Both work just fine.
