increased lung capacity amongst 16 year olds leads to more oxygen reaching the bloodstream. with more oxygen in the blood, there is less strain on the heart. Hence the lower heart rate amongst 16 year olds
the heart beats accordingly to the demands on the body in replenishing the oxygen in the blood.
16 year olds also tend to be fitter than 10 year olds anyway.

Not sure but I would guess it is because the 10 year olds have smaller lungs meaning they can not take in as much oxygen and their heart has to pump faster.

lets discuss the "stress test". Not done by the family doctor but in a cardiac "lab" with a treadmill and an EKG monitor attached while walking/running. Is this what she had? Then there is also the 24 hour Holter monitor. Did she do that? Did a cardiologist interpret the tests? Or your family doctor? It defies what I know, that the tests did not pick up something that happens ALL THE TIME.

Because they have smaller organs-the lungs have a smaller capacity & their smaller hearts pump less blood around the body.

The size of your lungs is smaller so the aveoli absorb proportionately less o2.
Its the same reason why female scuba divers use less air when they dive.
