A friend of a friend needs to find a new home for her Russian Tortoise. I already have one and wanted to know if 2 males can be housed together or should I just keep them in separate enclosures?

It is perfectly fine to keep them together.
Tortoises are very peaceful animals and will get along with anyone.

They will most likely be fine. Sometimes they can be aggressive, however its uncommon unless there is a female in there presence (they’ll fight for her) and even then its rarely much more then shell butting.
