An easy way to remove it would be to sand the texture down - you will probably have to re-mud the tape joints and corners, as they usually only get 1 "bed coat" and 1 "finish coat" if the walls receive a texture. The standard for a smooth fininsh wall is 3 to 4 coats and then sanding and priming. Another effective way is to use a round-nose plastering trowel - also called a pool trowel, and apply a "skim" coat to the entire wall. This is relatively easy to do and the results are usually faster and look better.

I don't think you would ever be able to remove all of it. if your goal is to have a smoother, less textured wall, I would suggest a High Build primer. try a real paint store, not a lowes/depot type place. see if they have or can order a high build primer. it is a thicker primer that goes on MUCH thicker than regular paint. the advantage of this is it will help to smooth out/fill in some of the texture. it will never be a perfect smooth wall, but the primer should help quite a bit. if you have it in the whole house, i would suggest trying one room, and see how it works.
