Is there a dress code in a public college (USA)?

Nodress code. But you would be most comfortable wearing what the average student wears and not going too way out.

No. Not in any state funded college at least.

If it's a private school, that just depends on the school you go to. Religiously affiliated schools might have some sort of decency code, but for the most part, the vast majority of higher education institutions don't have any dress code that is stricter than their own local laws.
