Your birth chart is a calculated chart based on your time, date and place of birth. why all of that is needed? the date is needed to see where all of the planets and a few other points are, Astrologers use an ephmeris to find that out.
the time and place is needed for a more accurate moon sign (because it is the fastest moving planet) and the houses. which a more accurate ephmeris and calculations are used.

once all that is figured out a few more calculated points are found (like fortune). and the Astrologer starts finding and drawing the aspects, which are angles between two points. and then everything is interpretted by the astrologer. which usualy takes pages upon pages of writing.

think of charts as almost a Astrological blueprint of you.

It can be developed accurately if you have correct details of the following.
1. Date of birth
2. Time of birth (in Hrs:Mins:Secs format)
3. Place of birth

Venus in Leo in the 1st house, uh huh. Yeah, my hair is amazing. :D Oh and Aries Midheaven. That's pretty badass. And Mars Opposition Pluto cause I don't know why. And basically all of my chart cause my chart is like boss. Ok, I'm done lol.
