I don't know of any free sites anymore except that occasionally the teams will allow free replays of matches from their websites. From what I can tell this is very rare though. My suggestion, although not free, is to invest in a Sirius satellite radio and channel 125 will give him live EPL action on the weekends, as well as replays and some live action during the week. Many of the various Cup matches are live during the week plus a great call in show from 1-3pm (replays previous day in the a.m.) I have had this for over a year and love it! All of the other channels are a bonus. For a better look go here: http://www.sirius.com/servlet/ContentServer?pagename=Sirius/CachedPage&c=Page&cid=1100707191236

I'm not so sure about listening, but I watch any Premiership game i like on www.premiershiplive.net . It did cost $30 for a season which is cheap for the amount of games i watch. They also show Champions League, Uefa, La Liga, Seria A, and others, you choose what game you want for the day. I guess he could listen instead of watching if he wanted. Check it out if nothing else.
