Round-up, or any similar herbicide will work. Wait until the plant has a good amount of foliage, then give it a good spraying. The poison is absorbed Through the leaves, so it will not work as well if the plant is dormant.

Get some industrial weed killer, and a garden sprayer. Spray around the roots of the tree, and also the walls. You might want to water down around the tree some after to have sprayed so it gets way down into the roots. Watch out for other plants around, because this stuff will kill anything it comes into contact with, so don't use it on a rainy day. I killed my neighbors tree one day when I was younger, and it was twenty feet away. Wasn't to happy, and my grandmother had to pay them a 1000.00 dollars for it!

Like any other tree. Pull it. Fix the gap with concrete.
