Julius Ceasar tried to standardize and simplify the calendar making it so that every other month had 31 days (the rest having 30) making sure, of course, that his month, July had 31. February had 29 so that on leap years it had 30. Well, when Augustus became emperor, he just couldn't have fewer days in his month then Julius so he stole another day from February and added it to August. St. Valentine's day is only celebrated in countries with a Christian history or that have integrated Western culture and usually on the 14th of February.

February has 28 days to balance the calender-there is really 1/4 day in aevery year which we all know won't work so every four years February has an extra one-as for Valentine's Day the answer is no it's not celebrated all over the world but it is catching on with globalization. February used to have more days but was looted.Julius Ceasar took one day from Feb and move to August a month named after him to make Agust more important. Luner calander is 28 days which would mean 13 months yet it is unlucky number in Christianity so other months also got extra days to make 12 months in the year. Gregorian calander.

Julius Caesar got July named after himself and Augustus Caesar got August named after himself. They thought their months would be grander if they had 31 days, so they each took a day from February.

st valentine is recognized by the catholic church.so where ever it is i guess they would celebrate..
