My sister always comes in my room to use my computer to go to sites such as Club Penguin, or webkinz. I need some software that will just let me block web pages.

You can already block websites with software on your PC! go to:
start/control panel/Network and internet connections
then go to "internet options" then click on the "security" tab. Near the top left their should be what looks like a caution symbol with the text "Restricted Sites" below it. Click on this and then push the button "sites" which appears. Type in:
http://www.website.com/*
including the /* at the end of .com will block all extensions etc from the website (like www.website.com/something. Click Add and you should be good to go!

strongly recommend NetDog : http://www.netdogsoft.com
it's very easy to use, just add the website to "Always blocked website list" in NetDogAdmin.exe , also you can set a password for it. it will block websites quitely.
