Of course hairs grow out of hair follicles and plucking hairs does not remove the follicle. The hairs pull out like plucking tulip bulbs from a flower pot (leaving the roots?). Hairs on various parts of the human body grow differently as programmed by DNA and often triggered by age and hormonal changes. Hair has survival value and too bushy eyebrows would make the unfortunate wearer prone to predators thus leaving the gene pool. Thick (eyebrow) hairs must fall out more often to remain short although there is often a dormant (rest) period when a hair remains in the follicle without growing. Sexy hair may give the bearer a leg up on passing on their genes.
