In my opinion, he is the one most responsible for the Katrina aftermath. He left the city in the middle of a crisis and complained that the feds didn't get there quick enough, while his own local gov't had no plan and offered no help to their own people. And now, billions of aid from charities and the fed gov't has been lost or severly mismanged. Why is he still so popular? Am I missing some good things that he has done?

He let the citizens live off welfare and likes that they can not do much for themselves. Citizens like him because he let's them do that. Typical of those people there, think the Government should even wipe their butts for them. Him and the governor of that state is the ones that screwed things up, they had no plan, just like the Democrats in Congress, have no plans, never did and never will. Democrats like people like this, they can control them better and and it is easier for people to sit back and accept handouts than to work for what they need. The aftermath of hurricane Katrina demonstrated the ugly truth about liberal programs and their effect on people. Katrina showed us that people who learn to live off the government are unable to take decisions on their own behalf. How many people stood knee deep in water looking around for someone to come get them rather than exerting the effort to move themselves to the safety of dry land? There is no doubt that people who learn self reliance are better able to handle the dangers of life.

I think it's Nagin, not Nagen.
He was elected on the basis he was a private small businessman without a political "history". You need to understand that Louisiana's politicians, including but not limited to New Orleans mayors, have been involved in the type of corruption and cronyism famous in the anals of American history since, like, forever. When Nagin ran for re-election, his opponent was from one of those old, corrupt families. Not to say that the candidate was himself corrupt, but he certainly was handicapped by the fact that his father was a former NO mayor, his sister is a Louisiana senator, etc.
I'm not so sure that Ray Nagin had an ounce of control over the billions of aid from the federal government and the charities. I don't even know if the NO City Council had any oversight over that money.
I do not applaud how the City of New Orleans handled Katrina, but to keep it in context, the mayor does not have the final call when it comes to emergency preparedness or evacuation plans. That is the City Council in consensus with the Mayor's office, and from everything I have read emergency plans had been agreed but were not implemented in time for the Katrina disaster. Also, if you want to play the "blame game", you have to blame not just the city, but also officials at state and federal level, as well as the media for propagating the LIE that people were shooting at emergency workers, which made the National Guard and other emergency relief teams NOT try to help victims.
I do not commend the man for his inability to make things happen, but I don't know if I would do any better in his shoes.

Your best thinking is what killed the Republican party, and New Orleans did it. There was 200 mile an hour winds and the whole Gulf Coast was under water. How is that so hard to interpret? Nothing was able to move, since they were all pinned down. Poor people don't have the means to just walk out in those circumstances. Bush ignored them for a week, and he can't take that back. That is why America is behind Ray Nagin whether you like it or not.

Why is he so popular? Great question but easily answered. It's a case of the ignorant re-electing the ignorant. That is not a slam...just the facts. N.O. has been known to being corrupt for many years. Just like when they found out the city had been 'padding' the numbers of police they employed. And it has been the police themselves that have been corrupt for so long. It's sad when a black will vote for someone just because they are black. And look what it got them. I have yet to hear of any residents calling up city hall asking about evacuations plans. Did they do that? And, as have been said many times......why were there so many school buses left in water and not used? The man(Nagin) had/has no common sense whatsoever. Do you think these black people learned anything? Will they have a right to moan and groan when it happens again?? I don't think so.

Because he said something about turning New Orleans back into the chocolate city..can't remember the exact quote, but I guess that is part of the reason many people think he is great. Sounds kind of racist to me.
