In our society, it is OK for a woman to openly wear pants which basically is male attire. But a man, and I am not talking about Crossdressers or Transsexuals, cannot wear a skirt in public without ridicule.
In the UK, the Kilt is a skirt, but it is worn for special occasions and is acceptable there. It is not everyday attire.
I'm really trying to focus on the mainland U.S. I know in some islands, men do wear skirt like garments and the mid-east dress-like garments. But not in the good old U.S.A.
After all, men love women in skirts for, shall we say easy access. Why can't men wear skirts so women can have the same access? Skirts are cooler to wear in the summer as well.
So, back to my original question, why is it men are not allowed to wear skirts in public?

No, they are allowed! But they are ostracized, and society holds a vastly powerful influence on behavior even when there are no rules.
Now, it's fine to want to be stronger.
It's fine to protect our parts from unwanted subway feels, too.
But it's not OK, by our standards, for men to purposely look like the "weaker" sex.
Our gods are not female anymore, either.
You think cross-dressing would be a big deal in the old societies, in which Mother Nature really was a goddess and maternity was miraculous?
Um, no.

Men created heels and dresses, as well as skirts. Once was a manly attire now a womans everyday dress. I believe one day the style may come back for men to have attire other than shorts and pants. I encourage any man who wants to wear a skirt or dress in the world of today. And its like you said, USA is a little distant from changing their attire.

Religion, politics and morals have absolutely, positively NO influence whatsoever in what a man or woman wears in society. There are TONS of couples today who go out in both wearing a denim knee length skirt to show support for each other in malls, restaurants, beaches, hiking, climbing, biking, museums, you name it, they are out there skirting around with each other. Why ? Well, because it is VERY healthy for males to wear skirts for obvious reasons which benefits females in particular. It not only looks good and matches her attire if worn with shaven legs and some hose, but she gets the benefit of his health and gets to show off his sexy legs and she can show him off in the wild for a change instead of wearing boring jeans and cheap suits all of time.
It doesn't really matter what a person wears as long as they are in their own comfort zone. And it doesn't matter what ANYONE else thinks. If it works for you do it. And if some idiot comes up to you and complains just tell them "you're right...in your mind" then move on and don't say another word.
All it takes is one person to change society. Look at all of the great minds in history. They all bent the rules and societal norms....the world is changing...change with it or be left behind.

Men have a built in need to assert their masculinity, especially around other men. It's the whole competitive, 'alpha male' sort of thing. To wear such a feminine garment would undermine their masculinity and that's why it doesn't happen. When it come to clothes, men judge each other from the shoes up - it's a mixture of status and posing, and regardless of freedom of choice and equality between the sexes it's not something that is likely ever to change.
Personally, I'm not sure how attractive I would find my boyfriend in a swishy little floral number, (don't know if he's got the hips to pull it off) but he does look damn sexy in a kilt!

Men can wear skirts, or heels, or pantyhose, if they don't mind the ridicule they'll receive for doing so. Society is very close minded in that regard and women have been given more lattitude than men when it comes to clothing.

Actually Annie it's not how its always been. Its a societal construct, chiefly because of ease of access. There is really nothing different about males or females that requires one sex should wear skirts and the other can't.
