It depends on the OS. Palm has a much more open and free development suite. Pocket PC is nice but if you want to program in anything other than basic, you need to get the MS Visual Studio. That costs money.

I would just join the Palm Developer program and download the Emulator. Then install "OnBoardC" on that.

I found OnBoardC to be great fun and there is a good Yahoo newsgroup for it too.

I wish I could say that PPC had the same openness in development but it's a bit weeker. Mind you, I do like the Windows Mobile OS.

If you have Visual studio 2005 edition you can download an extension that has all the development tools that you need to write software for Windows Mobile devices.

The link is below:

As for PDAs thats a matter of personal choice. Visit you local dealer and try them out. Find one you like and buy cheaper online.
I recommend getting a PDA with Wifi capability.

Well if its a Microsoft based PDA with a windows OS then go to the MSDN website and you will find tools to begin programming however im unsure about other OS's try searcing goolge.
But not having a device to test it on may be a little problem.

You can use Java to write programs, however in my experience the JVM on the PDA machines are rubbish. I also heard the current release of Java is to be the last one from Sun.

or If Windows OS based you can utilise the .NET compact framework (Its usual to use MS Visual Studio), get your company to sign up to the MSDN kit and Vis Studio is free.

or the Symbian software which I have never used to be honest.

or just use a backend web server and access info wirelessly
