A US resident is a person who lives in the United States.

A US citizen is a person born in the US or who goes through the ropes to be permitted to adopt US citizenship (called naturalization). A US citizen can live anywhere but remain a US citizen, generally.

Lots of folks are US residents without being citizens, either having a visa or being illegal aliens. Many US citizens reside outside the US.
