It is a post appointed by The Govt.of India to other countries.They will be the representatives in the foreign soil.The only difference is where the British Rule have existed the representatives will be called High Commissioners and in other place they will be called as Ambassadors.

I think that the high commissioner is being send to the place by his government! The ambassador "holds" the place in the country he is in. Another difference is that the ambassador belongs to the diplomatic corp of his country and has diplomatic asylum. The high commissioner does not necessarily belongs to the diplomats corp. He can be in the military as well, as he can be a politician or a prestigious person.

Commissioner means high post of police & Ambassdor means to give visa on passport on forigen country & to give shlter on visit to other countrypeople.
