I think the answer to your question is that metafiction is a more restricted description. To fabulate is to tell any invented story (a fable). But metafiction is not merely a fictional story, it is one that openly refers to itself as fiction. It's like when Jon Stewart on the Daily Show makes references to the backgrounds of the remote news reports being faked in the studio on a green screen. Or like a cartoon where the "artist" erases or otherwise plays with the characters and backgrounds.
