Much of it is the helping hand countries have always contributed to the poor - the building of schools, hospitals; irrigation systems, seed and fertilizer, disease prevention and treatment; much is in military aid (which is sometimes iffy when you consider that category includes arms sales for "defence" and a lot of that goes to relatively rich countries who don't really need it - most goes to Israel and Egypt but a lot goes to Eastern Europe; but this also includes the use of US ships, helicopters and military personnel to disburse aid to disaster victims).
And of course outside of this equasion is the amount of money people give to the poor (not just to disaster victims, but also to people who are generally needy) through tithes. Muslims and Roman Catholics are duty-bound to give 10% of their incomes (although not all do give that much, and some don't give at all) for the benefit of the poor, but Protestant churches and Jewish synagogues also take up collections for the poor. Even the media gets involved...The Jerusalem Post is always hitting me up for money for the poor...it seems every day some charity is asking. Unfortunately, I cannot afford to give to everybody and have had to limit myself to a couple of "pet" charities.
Lastly, there are private foundations - most of the ones I know are US-based like the Gates and the Kerry/Heinz - who donate gi-normous amounts which benefit the poor generally, and those annual donations do get shared with disaster victims.
I think you will have a hard time tracking donations to the Red Cross, Red Crescent and Medicins Sans Frontieres; it may be easier to get statistics from the likes of Oxfam, Save the Children and various UN charities like UNICEF.
