Try clearing your cache. Go to Tools » Internet Options » Delete History. I find that it makes IE go a lot faster.

For the deleting cookies, if you have passwords saved so that it auto enters as soon as you enter your username, it might delete all the remembered passwords.

You need an Internet optimization tool!

For example, download and install Auslogics Boostspeed (it's a shareware). In it, navigate to Boost Programs/Boost Internet Browsers/Boost Internet Explorer. Click Optimize, then Apply Changes... and see how it goes.

You can find many similar programs online, for example, in the download.com site. Just type in 'optimization utilities' or 'optimization tools' and see what comes up. Personally, I'm using the above as well as TuneUp Utilities (another great, if not better, shareware).

You can also remove extra bits you have previously installed to your browser (like the Google Toolbar etc), this will make IE load a lot faster! I don't think this will have any impact to the page-rendering speed, though.

Good luck :)
