I am currently working on a pair of slippers for my kid and I am stuck on an instruction, it says 2 dc tog twice, I know what it means I just am not sure how to do it, anyone on here know?

Basically, you do the first half of the dc in the first stitch, then do the first half of the next dc, this will give you three loops on the hook, yarn over, and pull through all three loops on hook.

Maybe this will be more detailed:
Yarn over hook.
Insert hook in the next stitch to be worked.
Yarn over hook.
Pull yarn through stitch. (2 loops on hook)
Yarn over hook.
Insert hook in the next stitch to be worked.
Yarn over hook.
Pull yarn through stitch. (3 loops on hook)
yarn over hook,
Pull yarn through all three loops on hook.

This is one dc decrease completed. Repeat the process for the second one.

On your first dc, when you make your final loop, don't pull it just yet. Start working on your next dc (this means you should already have two loops on your hook, before you start) then finish the dc by pulling through all the loops.

take your hook and pick up the top stitch of next two stitches,pull your yarn through the two loops ,then go to next two stitches and do the same thing,you also might try to single crochet after you pull the loops through,if it looks ok leave it and go to next two and do the same thing,then it will tell you what to do next,either single or double in next stitch,if it looks ok with that single after you pull through the others leave it if not go back and drop it,its easier to show you than tell you but hope you understand what i told you this is called deleteing a stitch

yes you knit two stitches together an d that is decrease. I knit slippers all the time.
