use commercial software like Microsoft FrontPage (renamed Expressions Web) or Macromedia Dreamweaver. then look in the classifieds in ur newspaper to see which companies offer web-hositng services where u can upload (publish) ur website
for FrontPage, i suggest u download a quick tutorial from microsoft.com
or if u don't wanna spend anything, u can create a blog (blogger.com) or use Google webpages (u need a Google account) or try Y!'s Geocities

if you want create a website, you can create a website by using these methods:-
1. learn HTML language, by learning theis you can create your wbsite as you like by using HTML codes
2. use front page in ms office but some features which you can get through HTML Codes will not be there.
3. use some website to create it as you will get a lot of templates and designs. Websites like www.freewebs.com. can be used.
