Generally, the lower your resting heart rate, the better your fitness. However, a heart rate below 60 beats per minute is considered unhealthy. See "bradyarrhythmia". So the best answer for your question is "B. 72 beats per minute".

for sporthumen in rest time under 60 bpm
for another humen relation basis activity ,it's better less than 72 bpm
but for know physical fitness ok or not , start activity to raise up your beats and stop and to dip beats (a), slowly activity for 1 min after that dip beats agin(b), then a-b=x . if x between 5 to 10 the physical fitness in best mode!!!

The healthy heart of an adult should be between 60 - 100 bpm. I agree with the others 72 would be the best answer in this particular question.
