Medically arterial aneurysm is defined as a "sac containing blood or elements derived from blood situated in the line of an artery and communicating with it".. This definition includes both true and false aneurysms and excludes venous aneurysms.
Artery has three layers 1) tunica intima the inner most layer in contact with blood ,2)tunica media the middle muscular and hence elastic layer and 3)tunica adventitia the outer connective tissue layer.
Aneurysm is the weakened part of the artery that contains one or more of the three layers modified by disease or injury and so is not necessarily elastic
.
Aneurysm can be treated by surgery but Isaac Newton is not of much help.
