Even Bellagio, Caesars, Venetian and Wynn are going to have $10 tables during the day...You should have no troble finding $5 tables at any four star hotel during the day.
If you're looking for a place that will appreciate a $5-$10 table games player, try Palace station. Sign up for their slot club, play 4-5 hours at $10 a hand and in the future you can expect free room offers. When you buy in, place your card on the table with your money and ask for "change please and can I get rated". an initial buy-in of $200 will get you noticed. After a couple of hours ask > tell the floor(pit boss) that you are getting hungry and would like to take a break, "have I played enough to earn a buffet". More than likely they will take care of you.

For $1 craps in a very nice casino try the Westin Casuarina, it's 2 blocks East of the strip on Flamingo. They have happy hour on weekdays from 5-10pm during happy hour you can play $1 craps.

The Orleans is Pai Gow Poker heaven, they have about 8 tables and most of those tables are $5 even on Friday and Saturday night.
The Las Vegas Advisor site above has a list of all the single zero roulette. The Stratosphere has a $5 table. The LVA also has a list of all the daily no limit Tesas Hold'em poker tournaments>some of these have very low buy-ins

$5 and $10 limits can be found at almost every casino in Las Vegas. Higher end casinos like Wynn and Bellagio may not have these...but just about everyone else does.
If you want true low table limits, try Slots O Fun next to Circus Circus. They have tables under $5.
The Tropicana has $5 blackjack all day every day.

One casino on Fremont Street (the Four Queens, maybe) advertises $2 blackjack, but the limits were higher when I was there on a Tuesday night.
On the Strip, Barbary Coast and Casino Royale seemed to have a least one table with a $5 limit most of the time.

I have never seen one that did not have some $10.00 tables, but many of the big strip casinos (which change there limits during the day as traffic permits) do not have $5.00 tables at peak times....like they will be hard to find on nights and weekends...but at 7:00 am in the morning they are all over the place....Good Luck. I think the Stratosphere because of its remote location has $5.00 tables most of the time. $5.00 and lower tables are an "attraction" used to lure people to less popular or more out of the way (remote) casinos or to get them into casions at less popular times....

Not all of them have it, and it will depend on the day and time of the day. They change often.
To be certain, I would head downtown or off strip. On strip, tropicana, Imperial palace, Stratosphere and the Sahara always have a few tables for low limits
