I think beauty is what is pleasing to an individual person's eye. Every person has a different idea of what they think is beautiful or handsome for that matter. It would be truly sad if everyone had the one view on beauty. That also goes for what is inside as what one person finds attractive in character and personality could be totally repulsive and annoying to another person.

Beauty can be found everywhere. The breast cancer survivor who has lost all her hair due to chemo, yet still walks around with her head up, proud and dignified, is beautiful.
The smart girl in high school, who happens to be fat, who doesn't care what others think and doesn't change for anyone else is beautiful.
The depressed man who has been picked on his entire life, yet treats everyone else with respect and compassion is beautiful.
It's not what's on the outside, it's entirely based on the soul and heart of someone that makes them beautiful. It's too bad that society has deemed that stick-thin, anorexic looking bimbos are what's truly beautiful. Because that's not the case, but the general public is easily pursauded to believe that. So, while women like Paris Hilton are plastered all over magazine covers claiming she's this beautiful person, the real beauties are hiding their faces because we've all been deemed as ugly and not-as-important if we're fat or smart or have small boobs or no boobs.
I say every man and woman is beautiful as long as they treat others with dignity, respect and love.

I define outward beauty as someone or something pleasing to look at.
This is defined differently by each person that is why the expression "Beauty Is In The Eye Of The Beholder" is so true.

An adult lady. As I pass I smell her lovely, sweet parfume and I hear her high heels moving on the floor. She has long, beautiful legs and wears a short skirt. She has long, bright, blond hair that falls on her shoulders, pretty, large eyes, a thin nose, and soft, sweet, sensual and full lips. She is a bit older, yet still beautiful and elegant.
I look up at her face, but she neglects me in her beautiful moment of pride. She moves like a swan that softly floats on the water. She is as proud as a peacock with its feathers stretched wide. Her hair is as wild as that of a horse standing in the wind. I am poisoned for the rest of my life, as I have seen her. No other woman will ever please me. She is ... perfect. What can be more beautiful?

Beauty for me is something that is agreable with our norms and set of standards undeniably correlating with our reasons.
Beauty is physical as well as subcutaneous. A person no matter how outstanding her physical beauty is can still be regarded ugly because of her characteristics inside of her.

I agree with Almost everybody here...
"Beauty is in the eye of who is looking..."
Read this, some words from one of my favorites songs, always,
Beautiful by Marillion:
"Everybody knows we live in a world where they give bad names to beautiful things,
Everybody knows we live in a world where we don’t give beautiful things a second glance,
Heaven only knows we live in a world where what we call beautiful is just something on sale
People laughing behind their hands
As the fragile and the sensitive are given no chance ...."
..."Beauty is just somenthing on sale"...
..." As the fragile and the sensitive are given no chance"...

"beauty is in the eye of the beholder" is one of the truest phrases out there. this has happened to me, there was this girl who i thought was great but everyone thought she was undesirable. sex appeal is not beauty, but it is a part of it when we are in the mating game. true beauty is a combination of appearance as well as whats on the inside.
one thing mankind has always had a fascination with is the beauty of something they know is deadly. that knowledge sometimes contributes to increase our perception of its beauty.

it is different for other people... but for me, its a mixture of about 80% inside(personality, humor, personal theories) and 20% outside(looks). and that has happened to me, a girl that i thought was beautiful being called ugly by others...
