First you cannot delete the folder it is a system folder that is needed for you computer to operate properly, how ever you can delete its contents which will help your computer run faster.with the browser open select tools and on the drop down menu select Internet options. under the general tab you will see temporary Internet files select delete files. then x out and do what you want.

as for the option to save you need to open tools and select security and click custom level then scroll through the list till you find down loads and then select automatic prompting for down loads. or you can just select at the bottom reset to medium that will put the computer back to its original settings.

You don't want to delete that folder as your browser will want to drop stuff there and needs it there. Thus, it's been made a system folder.

If you want to be prompted when you download files, you should find a setting in your browser's options to do that. Sorry, you didn't say which browser you're using, so I can't help you more precisely.
