Ok it would help if we knew the age of your tree. Young trees not positive on plum in peticular dont bear fruit until sometimes seven years sometimes longer depending on the tree. Edit ur question tell me how old it is(if you know) and my second thought would be desiese. Also the type of plum tree is important for me to know to help you too. We can solve this together. ((smiles))

You are not pruning at the beginning of winter all new growth during the summer should be cut back by six inches , and you may have an attack of red spider mite, which live in the bark in the winter , before the spring and any leaf showing spray the tree from trunk up and all branches with red spider mite insecticide, don't kill off the ants that may show up or lady birds, these eat aphids and black fly. feed the root with potash the rain will wash it in or water in your self

The Blackfly or greenfly will lay it's eggs on the underside of the leaf and leaves a chemical which closes the leaf up to protect the eggs.you need to spray the tree about march if you live in Britain to stop this happening

Because they are dead and you need to prune the branches back.
