To get your website known on search engines such as http://www.google.com and http://www.yahoo.com. In your website you have to fill out Meta tags.

Actually, submitting to search engines doesn't work effectively all of the times. The results that people get from searching are only based on relevancy to the searchers' keywords.
My #1 advice is to join message boards and forums and BBS's. I don't know what kind of website you have, but if it's a personal site, there's forums like post-munkey.org, eccentricmb.com, tons more... There's also comment rotations like rouged.org, despair.nu, etc... Also try advertising your site on plugboards like plugboard.org.
