It is not illegal unless there are specific clauses in your deeds, lease or rental agreement. I doubt if they would specify massage parlours but would refer to running a business. If those are not a problem then any business you run must not in any way create a nuisance to the neighbours or the road. This could include excessive numbers of cars being parked or driven in the road and then excessive noise. It could also attract the more criminal element to you for protection or worse. Be careful and provided you behave and your customers behave then you will be left alone.

A massage parlor at home is illegal because a house is not a place of business. A permit from the local government must be secured before operating the massage parlor.

No its not illegal to run a massage parlour from your home whether a council house or not. Aslong as it is a massage parlour and you are only giving massages and not something else.

You cannot operate a business from government-owned property.
If you lived in a private property, depending on the terms of your lease or rental agreement, you could operate a business from home.
However, if the services you offer are of the sexual kind, you would be running a brothel, even if you were the only masseuse. And that is still illegal in Britain.

It is usually illegal to run a bussiness from a council house without the councils permission which I dont think would be forthcoming in this case.If sex in any form was involved then it would become a brothel in law.

depends whether it is a massage parlour or a "massage parlour". Also whether you'll be doing it as a proper business or doing it as a side line and declaring it.

No, i do not think so. But, I think you would have to apply for permits and such because it would be a business. You would have to claim your earnings and pay taxes and such. I would imagine that you would have to a liscensed masseuse too.
