depending on the nature of your solution you can contact the proffessor of physics, biology etc in a prestigious college in your city. without giving them the entire details you can ask them suggestions. also try to get information as to how you can publish a paper in any scientific journal..... rest is up to your solution...
best of luck

An idea? How far have you researched it? Have you any clue how to build it? The patent office will require working drawings.
If it's as complicated as you say then more than one patent will suffice. Do know how much a patent costs? Your idea might not profit you anything, still interested?
I'm not trying to downplay your idea and hope, just the reality of it.
You can't patent an idea.
In today's world it must be brought before qualified critics for it to be to approved for further study. Sucks, but that's the world for you.
I would start by asking specific questions about components of your system to scientists, astrologers and engineers. Do not ask too many questions, just enough to complete the basic physics of the matter.

It would certainly help for you to learn how to speak English and get a refresher on how to type and spell (using proper grammer) so that readers could understand what the heck it is you are trying to say. Not PC but ...oh well.

There are discussion forums on space.com where you might be able to get some feedback-so I'd suggest you try there. Good luck!
