i am wondering because everytime i have meat in a plastic freezer bag the blood tends to seep out (through the plastic) after a while

No, blood is thicker than water. Blood contains about 60% H2O and the rest solid corpuscles, proteins, salts, hormones, etc. which obviously make it thicker.
The blood may be trickling through a hole or an opening. Otherwise, plastic is bound very close together and does not allow any fluid to pass through.

No, it is thicker. Water and blood look similar in density but they are, in fact not.
