I sympathise with you. I am only 4ft 10 inches and have the same problem. For the past few years have been getting my shoes specially made, but the styles are for older people and although I am not young I don't consider myself old either so would like to find some nice dressy shoes that fit. I wear a size 1 and half which I think is a UK size and a size 2 UK in a jogger. I have found a bootmaker who will make a special mould for me, but it is very expensive. If you have any luck or find any places I'd love to know about them.

I am in the exact same boat with you except that not only are my feet small (they're also a size 5) but they are also wide. I can't tell you how many shoes I've ordered online hoping they would fit only to have to send them back....and most of the places that do carry wide width start with size 7!
Sorry this isn't an actual answer to your question but I just wanted to let you know that I feel your pain and will be keeping an eye on the answers you get!

Try the following website:
http://www.upandundershoes.com/spring/main.php
these guys specialize in only small (4 - 6) and large sizes (10 - 13)
A tip for finding shoes at a traditional shoe store is to shop in areas where there are a lot of small feet (European and Asian areas) as well to ensure you buy your items as soon as the season starts, Small sizes are popular and often the first to go.
I hope that helps. S
