A lot of heating up on Iraq vs Vietnam. But who gave this right to USA to invade Iraq. By any standards?

We went in without UN security council clearance, but I think we did same thing in Kosovo w/o UN's ok. But Iraq might be the most controversial one I would think. Because so much effort was put into false report on WMD. While they had build case for regime change in Iraq for many years, Clinton adopting 'regime change' as our official Iraq policy. Plus expansion of presidential power drafted by white house lawyers is very questionable as well.
