To answer this question, I would have to go back to Aug 8, 2001 in a meeting with Donald Rumsfeld, and the President's Cabinet. Some memos in that meeting that I have heard transcripts of, and the testimony of a member or two in that group suggested that all the government wants to monitor all citizens in the USA's phone conversations, bank transactions, ATM transactions (sounds a little like the Patriot Act) The idea was to track every citizen's phone (and I have read that most phones in the US are tapped and will record our conversations based on a series of 10,000 key words spoken. If you speak one of those words, your conversation will be recorded. Ever had that echo-y far away sound on your phone? If you're on a land line, then its likely your are being surveillance. Satellites in space monitor our activities and are so detailed that it can record the color of your eyes from space. They've been doing this for many years. Back to the meeting on aug 8th--They members proposed having a huge data bank of everyone's phone records, numbers, bank transactions, etc. so that they can monitor every citizen electronically at any time. Fast forward to 9-11. Sounds a little like the "patriot Act" doesn't it? It supposedly was intended to track down "terriorist" calls, and monetary transactions. Without the government having a court order and warrant to "wiretap" the 1,000,000 or so called "terrorists", then this act is illegal. Bush tried to block this court order. What 1,000,000 terrorists? The government tried to sue ATT for not handing over these phone numbers to them. Remember what I said about the memo earlier? To get all of us in a data base for the government? My guess is, if the government can scare us a little with the word "terrorist", then maybe we as citizens will be lenient an give up some of our privacy, records, etc. to them. Its been in the works for 10 years. Now we have a different name name "the patriot act". Maybe they can sell the Amercans on this and support the governments actions on this.
For the Afgan people, in this same meeting Aug 2001, they planned on bombing Afgaistan anyway on Novenmer 2001 because the Taliban refused to hand over Bin-Laden to the American government and that the Taliban blocked and stopped the building of a natural gas pipeline to run through Afganistan. As a result, and how conveniently, after 9-11, the US government was right on schedule. They still bombed Afganistan in November 2001 and quickly rebuilt the pipeline and disposed of the government in Afganistan. Prettty convenient timing.
Also, Runsfel approved of various torture procedures to be implemented in Guatanemo Bay. 1. squatting naked on a temperature controlled floor with a cold fan blowing on you. 2. being blind-folded and yelled at for hours, 3. kept immates sensory deprived in a cell up to 18 months. 4. shaved the hair from Muslim men and paraded them around naked/sexually assaulted them with objects. And yes, these practices are approved by Rumsfeld, yet violate the Geneva convention treatment of these inmates. Even worse, the government has only tried 3 of these people. The rest were round up in groups on the streets and brought to Guantanemo Bay. Bush tried to block them from attainning lawyers, etc. This is evidenced in Farenheit 9-11, and a documentary called "Guantanamo Bay", and other sources I've compiled this from.
I could go on but this is enough.

There is no government, if you're talking about the U.S. There's just an insane guy telling people what to do, and they do it.

In my country, Canada, the people and the government are intertwined. We elect representatives and send them to Ottawa. Those people are usually part of a political party. Whichever party has the most members can place their leader as the Prime Minister. The Prime Minister makes political decisions, but is kept in check by his fellow party members and other members of parliament. If he makes bad decisions, his party withdraws support and sometimes asks him to step down.

I shouldn't say him, because the PM is sometimes a woman. We've only had one woman PM so far and it happened after a PM stepped down. Like Americans, Canadians tend to vote grey-haired white men as politicians. It's a dull job, and we leave it to dull people.

We have several political parties because our population is made of all sorts of people, Toronto, the largest city, is the most multicultural city in the world.

The government isn't perfect. There are many disgruntled workers at the Passport office and at some Driver's Licensing offices.

I ignore them if they bother me. They're just part of the whole, as I am.
