just go to the Registry of Marriages (ROM), fill up the forms and set up your marriage date. then show up at your appointment with witnesses where an official will marry you.

all marriages in singapore will have to be registered first with the ROM. you cannot just marry in a church without going through the registration process.

if your partner refers to somebody of the same sex, i am sorry but Singapore does not encourage such behaviour, although we do not practice prejudice against such people in the working field.
IF you are refering to a partner of the opposite sex, ou can try the Registry of marriage of Singapore. However, as a foreigner, I don't think you can get married here unless your partner is a Singaporean too.
