Collective responsibility is when a group of people all take responsibility for something that has happened. This means that if something goes right you all get rewarded, no matter whose idea it was, and by the same token if something goes wrong you all take the blame regardless of who actually did the wrong thing. It's for teamworking skills.

Collective responsibility is a tenant in law (defunct in civilised nations) whereby a person's family, village, race or nation is held responsible for the actions of an individual.
Today we see it in Israel when the house of a suicide bomber is bulldozed, despite innocent family and/or friends owning it and living there.
To punish someone who did not commit the crime is considered collective responsibility.
All truly civilised countries consider it abhorrent, but it is slowly creeping back into use, along with many other human rights abuses.
The most likely to re-emerge would be the practice of punishing parents for the crimes of the children.
Like Sting says 'History will teach us nothing'.

I think it often means that one person is mostly guilty, but close friends or team-mates decide they don't want their friend to take a full blast of blame... so work for some kop-out that they were at the scene (perhaps away from the incident) and opt for "collective responsibility" to lessen any punishment on one individual.
No one really blames loads of people with harsh punishment, but often they get real venom when it seems just one or two people are to blame.

It means when a group of people share the feeling of responsibilty/guilt for something, such as the Germans after the second war,who felt responsible/ guilty about the Nazi atrocities,or perhaps a suicide in a large family,where the members may feel guilty/responsible or directors of a company that goes bankrupt feeling responsible...and so on.

It is a team work.Everyone in the team will have some responsibility towards the task to be achieved.Only if everyone does the task can be completed successfully.hence it is collective responsibility
