Are speed reading programs effective for young children just learning how to read? Or should they have good reading skills before taking these programs?

Yeah, I reckon they should have good reading skills before they embark on a speed reading course as speed reading requires the person to be able to recognise words quickly as the paragraph is scanned. Inability to recognise words would cause the speed reading to fall over as the child stopped to try and make sense of words.

There are NO short-cuts in life. In fact, there are NO real short-cuts in life. Everything, grows "naturally" by the "law of the harvest," as Dr. Stephen R. Covey says. Seed first, then a sapling, thereafter a plant, grown up tree, bud, flower, fruit, ripe food...Plenty of right weeding, too, is required during this natural cultivation process. But, one can't have the fruit, without even planting the seed (!) or, say, by skipping a step/stage, such as, skipping the "sapling" or "plant" stage and expecting the "ripe good fruit." Even, the quality of the seed, has to be good, if good fruit is to be the expected future result. In nature, some amount of catalyzing (i.e., accelerating a process) is possible (though, mostly with side-effects) but skipping a step, is NOT possible in processes of natural evolution, "generally" speaking.

I hope, that the spirit of the answer, is rightly conveyed & interpreted. There is, yet another saying, that anecdotes only work to help out up to a reasonable extent, in understanding a given situation, as ,"Too much analysis also, leads to paralysis!" (Old saying, this last one).

the need to learn how to read first ,break the words in phonics then learn to read by themself,then speed reading.
