How to change widescreen to full screen video on computer?

What free program can I download to change I guess the format of size and height of my video. I downloaded a video and it's so wide and short and I want to change to full screen without changing the content so I can watch better. Anyone got a clue cause I don't.

You can not do that because that is the way the movie video came. You have to buy a movie that says full screen.
