Thats livin by one mile south is one of the best country songs ever written so why was it not a hit why did it not even get air play on the radio?

Never heard of the song or the group, but my guess is that it's because "the man" (hehe) decided not to make it a hit. Most radio stations are owned by media conglomerates, especially Clear Channel which owns more stations than anyone else. These corporations decide what to play on the radio based on what they think is a hit song, and what they think fits into the defined radio formats. If "Mamas Biscuits Bakin in the Oven" doesn't sound like mainstream country music, or if One Mile South isn't what Clear Channel thinks is the "next big thing," then it will be very hard for them to break into the radio market.
