With 2 horses, or knights, actually, it's not possible. When the king is helping it is..but a mate can't be forced. Consider:

White Kg6, Nf6 and g5
Black: Kg8

Black to move. If he plays 1...Kh8 2.Nf7# is mate..if he plays 1...Kf8 he'll never be mated.

yes there is, I saw it in a chess problem, it requires the king to be on the same corner of the opposing king, the one knight covers the dark squares and the other the light squares. Its a rare occurence in real games, but it has happened.

There are positions that are checkmate with this material. Place the black king at h1, the white king at h3, and white knights at f3 and g3. The black king is in checkmate. However, I don't believe it is possible to enforce a mate from a random starting position with this material. (Naturally, I assumed a white king was on the board as well as the two knights.)
