It depends on what you want to do. A picnic down at the Yarra River is always nice, Bike ride in the Botanical Gardens, Have a look around the casino, window shopping. Buy a tram ticket and take a tram down to St Kilda Beach and take a dip in the water, then grab an ice-cream and walk around luna park (doesn't cost anything to go into Luna Park, the rides cost though), then go across the road to the Espy and flirt with someone cute and get them to buy you a drink while you are watching a band.
If you have a car you could pack a picnic and go for a drive out to Healesville to Badger Creek Weir for a picnic, you can hand feed the birds out there and they have a nice walking track. On Sundays there is the Southbank Market which you could have a look at. A few of the pubs in melbourne have lunches under $10, so you could have lunch somewhere.
Also I found this website as well it might help:

Try some of the museums and galleries, they're free or cheap, depending on the one you go to. Crown is always great to look at, it's a huge casino/shopping centre/collection of resteraunts/entertainment etc. Try just going for a walk through the city, you can catch the free city loop tram or the free bus service, both will take you to a lot of great places in Melbourne. Another idea if you can get your hands on a bike is to go riding down the beaches in Bayside and St Kilda.

Depends on where in Melbourne you are, but the parks, beaches, free city tram and the like are the go.
If you do head out to Badger Weir in Healesville you are no longer allowed to feed the birds - though some do help themselves if you are having a bbq - due to them becoming ill cos of bad diet.
If you do go out that way, Maroondah Dam is very pretty with its walks.
Everything is very dry though so not at its best

try any of the parks or gardens in the city, catch the city citcle tram, that takes you all around the city and tells you all about the city, all the stops have free attractions close by.

otherwise more specific: state library currently has a display on old comic books called heroes and villans, federation square, melbourne museum is relitavly cheep to go to, crown casino, docklands, the beach, south bank,

hope this helps, and enjoy melbourne

Botanic gardens, national gallery, museums, street performances, walks - beaches, city, yarra, parks - catch a game of cricket, get a day ticket on the trams and cruise around everywhere.
