I have three of the same fish. They'e small fish with blueish stripes on them. Well, one of them always stays under the rocks, it never comes out. The other two are always swimming out in the open but that one just stays under the rocks. The only time it comes out is when I feed them. Is this normal?

No, that's not normal behavior for most fish. Depending on the species of fish, there could be a bullying issue that should be tended to. If the other ones are chasing the hiding one around, then you should either get rid of the two chasers or the hiding fish. The fish that is hiding could also just be more immature compared to the other fish who might be larger than it which might be the reason as well.

Actually it happens to me also from time to time... As long as I know, there are several options:
Either the fish is weaker than the other two, and they're bullying it around so it's just hiding from them, or it's sick - sick fish will usually hide untill they are healthy so that the other fish won't bully them.
Anyway it happened to me that completly healthy fish that were perhaps smaller than the others hid behind rocks for a while, but after some time gained courage and even became the "bossy" ones in the pack... (btw it hppened with neons ... I guess that's your fish type...)
Anyway if the fish is sick, than you should immediatly treat it so the other fish won't get sick to...

And don't forget that neons have a unique disease that can be treated only by getting the deseased fish out of the tank- sorry, it's uncurable...

It could be hiding because it is sick and weak, it could because the other two chase and nip at him/her. Is it smaller than the other two? Also, what kind of fish are they, some fish do better in groups and others don't.

When he does come out, how does he look to you? I put on reading glasses, the one's that are magnified by 400 and look for any signs of injury and/or sores.

If I see something has changed or is new I go to Pandora's fish site, they have a huge photo album of fish with different issues and illnesses. If you can match it up, it will suggest why and how it happened, (when/if possible,) and ways it can be treated.

I would be worried about the blueish stripes, sounds scary. But really its not unusual to have a timid fish but check for pieces missing from fins, a sign other fish are picking on him.

it is very commen for fish two " bully " one another, Or maybe he is just getting used to the environment ( if he is less than 2 weeks old ) If i were you i would wait until he grows a little and maybe he will " come out of the rock he came from " Good luck

Not sure but I've heard of fish ganging up on other fish. Maybe the two swimmers are mean to the third fish and so he hides.. Poor guy.

maybe it has a different personality than others. most likely its scared of the other fishes and/or of you. or even the light.
