This really depends on how DRY your legs are..........mine are like crocodile skin and I have literally since I was 6 (I'm now 41) tried everything that came out.
The ONE thing that REALLY seems to help is the new "gelled body oil" by Avon, but I don't want to be promoting my own prodct. I love this stuff and it's only like $4, but other things that I've liked in the past are coconut oil butter, and eel extract (super hard to find).
Good luck, and please try the gelled body oil, it is really incredible.

I recently discovered a great product that works and smells incredible. It's a body butter from The Body Shop. The one that I especially like is called Nut Butter, but there are lots to choose from. Be sure to stock up on whatever you like and keep those legs silky smooth.
