Frames are not favorable from an optimizing standpoint for one main reason; the content is not easily recognizable to the search engine spiders that crawl web pages to index the content. Because they are not able to read this content, they tend to skip these pages or not "deep index" them. This happened much in the same way as a page with Flash works - search engines can not read the content within the flash files, so they have no idea where to place the pages, and more importantly they don't know how to categorize them. Without proper categorization, pages with frames and flash alike are not likely to be returned when a keyword embedded in these types of areas is searched upon via a search engine. If you have a site with frames, try adding an XML version of the page as well, so you can be sure the content is being properly read and indexed.
