The only possibilities for picking up rats is when the submarine is docked or bringing them in with crew/cargo.
Otherwise,there'd have to be deep-sea rats getting in a little hole somewhere. Which just isn't happening.

Rats are a problem on any ship. They climb up on the tie ropes. Most ships use a round plate shaped device called a "rat guard"..................
