is this too unbalancing for me as the DM to put into my campaign? should I add a level adjustment? I think the spell restriction balanced it enough. (note: the campaign has a lot to do with halflings and diplomacy and life/death situations involving them)

-2 intelligence
Illiteracy
Cannot cast arcane spells
Critical threat range on attacks +1 (ex:19-20 becomes 18-20)
Base attack bonus as if one level higher.
+1 racial bonuses to survival, Knowledge (geo).
+2 racial bonus to hide and move silently, if in forest
-2 to diplomacy checks
further-2 to diplomacy checks made involving halflings
Favored class: Ranger

This race doesn't seem over-powered to me, but if I may make a suggestion: "Base attack bonus as if one level higher" is a bit vague as that would be dependent on classes and heaven help you if the character multi-classes and you have to try and figure that one out. Probably better to just say "+1 BAB".

To expand on another person's answer, yes it is a role-playing game. You create a character, and then you "become" them within the game. Within the group there is a DM (dungeon master), also called a GM (game master) or storyteller. They decide the rules of the game, and can also call a halt or a break if people are going too far on it. They also keep the peace if needs be, set what scenario the players are going to be playing in, and create a storyline. Their job is also to play all of the NPC's (non-player characters, like store owners or cab drivers). It's a game that some say is Satanic, but I don't see how. Role-playing games are a lot of fun, and a great way to vent some creativity!

Honestly, it really all depends on you and your world and which rules system you're going by. From the stats listed nothing seems too unbalanced and you probably won't need a level adjustment to compensate. Try doing a test run with someone and see how it works, then tweak it until your satisfied. If you're not sure try talking to other DM's or posting on message boards for tips on improvements.

There is no perfect world, each one has it's quirks which makes it specific for that DM. Happy Gaming.

Is halflings actually a new race?
Be creative.
For instance how about a race of porcupines.Just don't call them that but something close to that.
They are as short as a halfling.and stand up like them too.
If they want to shoot alot of quils they just act like they're doing a back fist punch to make the quils fly off their four arms.
How cool is that?
Only draw back is they won't go as far as a single quil would.
So they have the ability to grab a quil off there back and put it in a bow to shoot it much further.
There is just so much more Ideas insted of the classic typical sinario.
Halflings
High elfs
Dark elfs
Dwarves
The list gos on.
Make it more interesting make something really new.
