This depends on the programme you are using to download the movie and the settings you have given the programme.
You should always set downloading programmes to no more than 80% of your bandwidth both up and down.
I have mine set to 66% both ways and my downloads operate just fine and it doesn't hamper my net surfing at all. Most times I wouldn't get full bandwidth downloads from just one file anyway (depending on the sources of course).
Leaving bandwidth room for your uploads is important because your computer must be able to easily communicate both ways with whatever site you're visiting.

it's still ok to surf the net
it can slow down your speed, but not too much. it doesn't take a lot of speed to surf the net.

If, you using Dial-up it may slow you some. But, if you have cable/DSL your can surf and it not affect your download.
