Are they really bothered in the first place?. Do they realise how badly it affects their community?. Why can't they submit a plan of action to the government and join hands to make India a safe and peaceful destination?.
This kind of silence has made them voiceless and has invited the wrath of Hindutva parties to blame and orchestrate communal violence. Muslims should understand that unless they get out of their Islamic mindset and get in to the national main stream, they will be pushed backwards further in to their ghettos.

Though I agree that the Muslims need to work harder to get into the national main stream, I won't go too far with it. Before asking about a Muslim action plan, shouldn't we ask about a plan of action from the government. What is their plan? A poor Muslim villager in a remote village on a remote Kashmir hill has no option than feeding the terrorist because he cannot depend on the corrupt local police for the safety of his family. Even when cought, most terrorists are released by the court because of inefficiency of the police or the corruption on higher levels. Once out of the jail, first thing they do is to kill the civilian informers. More muslims than Hindus have been killed by the terrorists in Kashmir in last 10 years.
No doubt, the Muslims are not doing enough to stop terrorism but unfortunately, the law makers and the administrators are doing nothing to stop the root cause of the spread of the terrorism.
A Muslim gangster succeeded to smuggle explosives to destroy Bombay trains only because eight police officers (mostly Hindus) allow him to do so after taking hefty bribes.
Venom-spreading mullahs are not checked in Kashmir, UP and Bengal because some corrupt leaders care more about the vote bank. But the same happens in case of Christian separatists in Nagaland and Hindu outfits in Assam. If these incidents do not make an average Christian or Hindu a pro-terrorist, the Muslims too should get same benefit of doubt.

If I am wrong , sorry ,but I believe Hindus are not Muslims they are different religion , the East Indian or Hindu religion is Hinduism and they have many Gods ,, And Muslims and Islamics are in the same group of believing in the Coran , You can be assured they also want peace .

Indian Muslims should weed out the extremists and fanatics in their ranks in order to clear their group as not supporting terrorism.

From what I understand they are trying very hard to get terrorism under control. The action plan btw is to first get it under control then to go from there.

Why single out Muslims? What Hindus are doing to fight terrorism? Even they do not do anything. It is for the Government to fight terrorism. No community has any wherewithal to fight terrorism.
