I don't kow what GWH said or was referring to. Most of the times I've seen it, it was used in the context of neo-fascism. I doubt HW meant that. In a general sense it could mean a transformation of the current nation states into a global system based on other criteria such as democracy, religion, wealth, technology, armed forces, etc...

That's why Clinton was trying so hard to get the UN to take control of the USA while he was in office, do you remember the Captain from Louisiana being court marshaled for not taking orders from UN military leaders right her in America. He told them that he swore his allegiance to the USA not to the United Nations. Clinton had aspirations of being the first world leader.
